MTNL have come up with the India’s cheapest voice over Internet Protocol (VoIP) service in New Delhi. With the launch of this service, all MTNL broadband subscribers and MTNL PCO holders can call the US, UK, Canada, and Australia at rates as low as Re 1 per minute. The best part about this latest offering from MTNL is that it is quite identical to making calls from a conventional telephone without the assistance of a PC.
Initially launched on a pre-paid basis, the VoIP service takes the help of SIP or Session Initiation Protocol for transporting voice packets. Theoretically speaking, the current system capacity is 50,000 for VoIP subscribers.
For consumers, there are two tariff plans, namely, Plan VoIP 200, with monthly rental of Rs 200 — having 400 minutes of SIP-SIP calls free and 20 paise thereafter. On the other hand, there is Plan VoIP 400, with monthly rental of Rs 400 — having 800 minutes of SIP-SIP calls free and 10 paise per minute subsequently.

Till now the lowest fees were charged by Jajah Rs 3.50/- for call from India to USA.
This is an interesting news, but the monopoly of India bureaucrats to stop VoIP penetration in India is still very much in place.
I believe since govt. owned MTNL is allowed to offer VoIP service, we can find other VoIP players coming to Indian market very soon.
